Gaspard was the political director for the Obama campaign, a position he assumed in June of 2008. Previously, Gaspard was the executive vice president for politics and legislation for the 1199SEIU United Healthcare Workers East labor union, reportedly the nation's largest union chapter. He also was a registered lobbyist for the union on the federal State Childen's Health Insurance Program (SCHIP), in 2007.

In 2004, Gaspard was the national field director for America Coming Together, an independent, Democratic 527 group that was engaged in voter contact, voter registration and get-out-the-vote activities in 17 states. In 2007, ACT agreed to pay $775,000 to the Federal Election Commission for its alleged violations of federal campaign law in the 2004 election, the third largest civil enforcement penalty in the commission's history at the time, according to the FEC.
